About the Job

The ICRC Health Department is looking for Health Field Officers to strengthen its capacity and to upscale its workforce in order to respond to current and future needs. The objective of the position is to deliver health services to the organization in order improve beneficiaries’ access to medical care. The Health Field Officers assist in planning, organizing, implementing and monitoring Health projects as well as evaluate the Health situation with an additional focus on humanitarian situation required by conflicts and/or crisis in Myanmar. The Health Field Officer positions will be based in one of the different offices of the ICRC, mainly in Kachin State, Rakhine State and Shan State.

Duties and Responsibilities

  • As a member of the Health Department, you will contribute to an understanding of the health system and functions in Myanmar.
  • Furthermore, you will participate in field assessments determining the population’s health needs.
  • You will provide advice on particular programs such as Primary Health Care, the Emergency patient transfer systems (EPTS)/ Outpatient Department Referrals System (OPDRS) and the implementation of the Medical Waste Management in the ICRC supported Health Facilities.
  • You will be responsible for establishing and maintaining contacts with relevant health interlocutors at various levels including the Myanmar National Red Cross Society and the Ministry of Health and Sports (MoHS) at district and township level as well as other health authorities.
  • You will advise health field programs on data collection and monitor data spreadsheets, summarize and analyse the monthly data (Medical Activity Database and Results Base Management), producing narrative reports and submit them accordingly.
  • You will develop strategies and approaches to reach the Health program objectives by interacting with health staff at all levels.
  • In addition, you will contribute to the planning, implementation and monitoring of ICRC health programs designed to address the identified needs in Myanmar.
  • You will support in providing various health training and education activities within the ICRC health projects and programs.
  • You will monitor data spreadsheets, summarize and analyze the monthly data and assist with reporting as required.
  • Moreover, you will interpret accurately from English to local language and vice versa during field visits and training/workshop sessions.
  • As part of your responsibilities, you will apply and comply with all the administrative procedures such as working advances, use of vouchers, prepare requisition orders for medical supplies.

Position Requirements

About you

To be successful as the Health Field Officer in the Health Department, you should possess the following qualifications and experiences and have the following characteristics:  

  • It is required to have a university degree in the relevant discipline, preferable as a Medical Doctor or Nurse or in the field of public health.
  • You should have at least 3 years’ work experience in a relevant field, preferable as a Medical Practitioner or Nurse or in a humanitarian organization.
  • Your communication skills should be excellent and you should be fluent in written and spoken English. The knowledge of Myanmar and other local dialects spoken in Myanmar is a definite asset.
  • Previous ICRC experience is also a strong asset.

We expect you to have the ability to work with different groups, partners and nationalities. You should also be self-motivated with a strong commitment to teamwork and humanitarian principles. You should be flexible, enthusiastic and have the willingness to learn from others. You should also be able to work independently, as well as effectively under supervision. You should feel confident in managing projects and coordinating with various partners and counterparts. You should have the proven ability to organize and prioritize multiple tasks and cope with competing demands under tight deadlines. You should be able to exercise discretion and have the ability to establish and maintain good working relations in a multi-ethnic, multi-cultural and multi-disciplinary environment.
