About the Job

The ICRC Health Department is looking for a Health Field Officer to be based in its office in Maungdaw. Under the supervision and directives of the Health Delegate and in collaboration with the Health team in Sittwe and Yangon, the Health Field Officer will be mainly responsible for the implementation and running of health projects/ programs. The Health Field Officer will be responsible for establishing and maintaining contacts with relevant health interlocutors at various levels including Myanmar Red Cross Society and Ministry of Health authorities at district and township level.

Duties and Responsibilities

  • You will participate in health needs assessments to determine the population’s health needs.
  • You will assist in the implementation and monitoring of ICRC health programs, in partnership with the Ministry of Health and Sports (MoHS), designed to address in the identified needs.
  • You will monitor data spreadsheets, summarize and analyze the monthly data of result based management and medical activity database. You will have significant reporting responsibilities.
  • You will maintain contact with relevant interlocutors including the Ministry of Health and Sports authorities and national society at local level.
  • As part of your responsibilities, you will apply and comply with all the administrative procedures such as working advances, use of vouchers, prepare requisition orders for medical supplies.
  • Moreover, you will interpret accurately from English to National language and vice versa including during field visits, prison visits and training/workshop sessions.

Position Requirements

About you

To be successful as the Health Field Officer in the Health Department, you should possess the following qualifications and experiences and have the following characteristics:

  • It is required to have a university degree or equivalent in health sector.
  • You should have at least 2 years’ work experience in a relevant field.
  • You should have good computer skills and analytical skills.
  • Your communication skills should be excellent and you should be fluent in written and spoken English as well as Myanmar language. The knowledge of local dialects spoken in the Rakhine State is a definite asset.
  • Previous ICRC experience is also a strong asset.

We expect you to have the ability to work with different groups, partners and nationalities. You should also be self-motivated with a strong commitment to teamwork and humanitarian principles. You should be flexible, enthusiastic and have the willingness to learn from others. You should also be able to work independently, as well as effectively under supervision. You should feel confident in managing projects and coordinating with various partners and counterparts. You should have the proven ability to organize and prioritize multiple tasks and cope with competing demands under tight deadlines. You should be able to exercise discretion and have the ability to establish and maintain good working relations in a multi-ethnic, multi-cultural and multi-disciplinary environment.

The position will be based in Maungdaw with frequent travel within Rakhine, and occasional travel to other ICRC offices in the country as directed. You should be willing to relocate to Maungdaw.
