Job Description

General Scope of Work

 To provide SCM support from pre-to post award stages for PB Myanmar portfolio including purchasing activities.

Roles and Responsibilities:

  •  Uphold business integrity, i.e. to ensure the highest level of integrity in all activities carried-out; all tenders/negotiations are conducted ethically and transparently; treated equally in a fair and competitive environment.
  • Ensure all SCM activities are conducted in compliance with PB’s Code of Conduct and Ethics.
  • Ensure that all activities in pre-and post-award stages are auditable and conform to SCM Procedures and Guidelines, Myanmar’s Local Content/LBD and other applicable law, directives and standards.

For managing Tender/Agreement, main tasks and responsibilities are as follows:

  • Support the Agreement Holder in planning, review business requirement and demand.
  • Support the Agreement Holder in the development of risk assessment for all contracts (wherever applicable)
  • Conduct market analysis on the services and materials to be procured.
  • Jointly develop contracting strategy with the Agreement Holder, finalize the bidlist and the sourcing tactics.
  • Jointly develop tender/Agreement package with Agreement Holder, ensure all contractual, commercial and Government’s regulation aspects are incorporated in the package and finalize the tender/Agreement package.
  • Prepare Tender Evaluation Plan (commercial). Lead and conduct the commercial evaluation
  • Lead all commercial negotiations
  • Manage the overall sourcing process including the evaluation and award stages
  • Prepare all documentation required to obtain commercial approvals
  • Ensure the successful Bidder is registered with PB prior to award
  • Support the Agreement Holder during post-award stage, including Agreement start up, monitor and manage contractor performance in accordance with the Agreement, manage contractor relationship, manage spend, ACV and budget; and to perform quarterly review on PR, PO and SE.
  • Lead all Local Content activities such as identifying and advice on local content opportunities and local regulatory requirement of Local Content are met as per the contract strategy.

For managing non-Agreement (i.e. purchasing), main tasks and responsibilities are as follows:

  • Review Purchase Requisition (PR) and ensure all data is complete
  • Select Vendor from the Vendor Registration Database
  • Manage the overall RFQ process from issuance of RFQ, evaluation and award stages
  • Conduct commercial evaluation including price comparison, benchmarking and negotiation
  • Co-ordinate the overall evaluation including to combine both the commercial and technical evaluation results
  • Prepare all documentation required to obtain commercial approval
  • Issue Purchase Order (PO)
  • Manage Purchase Order’s Variation
  • Perform Quarterly review on PR, PO and GR
  • Perform quarterly review on PO to identify any actual purchase done before PO is approved
  • Assess the purchase pattern and recommend for the frequently/regularly requested items to be included under either a Price Maintain Agreement or a Supply Agreement.


Position Requirements


Degree in Commercial/Business Studies, Marketing, Business Management/Administration or Quantity Surveying. Qualification in Supply Chain Management is an advantage.


 Up to 3 years working experience in Supply Chain Management or Contracting & Procurement. Working experience in these disciplines in Oil & Gas Industry is an advantage.

 Certification Requirements

 CIPS certification is an advantage
